This media statement serves as a notice to all South African exporters of food and food products destined for the China market to register in accordance with the “Regulations on the Registration and Administration of Overseas Producers of Imported Food (Decree 248) which will enter into force on January 1, 2022. This new regulation (Decree 248) stipulates that all the food manufacturers, processors, and/or storage facilities that export to China will have to register their facilities and product(s) on the General Administration Customs of China (GACC) online portal (https://cifer.singlewindow.cn/).

All new applications/deletions/modifications of 18 categories of food products destined for export into the People’s Republic of China shall be administered via China’s registration management system (https://cifer.singlewindow.cn/) by the account of the competent authority of the export country and in the case of South Africa, the Department of Agriculture, Land Reform and Rural Development (DALRRD) and the National Regulator for Compulsory Specifications (NRCS) will be the competent authority and each will be responsible for the products it regulates. The new Decree 248 will replace the Administrative Measures for Registration of Overseas Producers for Imported Food Decree 145. Once registered via the portal, the industry body/organization will send a consolidated list to the competent authority responsible for handling such a product in South Africa i.e. DALRRD or NRCS as listed below, for verification and submission to the GACC via the Chinese Embassy
